TMS320F28379D: CCS thinks that C2000ware is not installed - but it is!

Tool/software:

I am configuring a new laptop with TI development tools, using the same products as on an older computer. The older computer has been running CCS version 12.4 and C2000ware version 5.02.00.00 for over a year. 

I installed the same two products on the new computer in the standard locations - C:\ti\ccs1240 for CCS and c:\ti\c2000\C2000Ware_5_02_00_00 for C2000ware. Using a project that compiles cleanly on the older laptop, I attempted a build on the newer laptop. The build fails with the error message:

Buildfile generation error occurred..
Product C2000WARE v5.2.0.00 is not currently installed and no compatible version is available. Please install this product or a compatible version.
Build stopped..

Under project Properties/Resource/Linked Resources the path to C2000ware is correct. 

I tried uninstalling and reinstalling C2000ware. The error still persists.

What can have gone wrong and how can I fix it?
