Are you using the F28335 ControlCard?
Please be sure to also review the TRM boot documentation. The boot pins should be pulled high or low to select the boot mode.

You are correct. When the device boots up, it will go through the boot ROM and check the status of the boot GPIOs to determine which boot mode is selected. Based upon this, it will call the desired boot function that will return the entry address it needs - i.e. SCI_Boot().

Note that the boot ROM and bootloader (such as SCI boot) sources are available in C2000Ware: C:\ti\c2000\C2000Ware_5_02_00_00\libraries\boot_rom\f2833x\v2_0\rom_sources\source. You can review the SelectBoot_Mode.c there for insight on these topics as well.
