Currently we are using a Spectrum Digital JTAG tool (XDS510LC) and SDFlash software tool to program TMS320F2802 boards but are finding about 5-10% of the boards will not program or require multiple attempts to program. There appear to be no assembly board or cable manufacturing issues with the boards that will not program.
What could be causing these intermittent programming issues?

When you say, the board requires multiple attempts, does the program finally go through or are you not able to program at all?
Can you send us a snapshot of the error message you get?
