TMS320F28027F: Load Program Error, load failed !

Hi dear ,
Good day!

I was debugging my program , I encountered with this massage (please kindly take a look at this image ). I replaced TMS320F28027F 3 times but after while they got the same issue .
How to solve this issue that can program them again .

according to CCS/TMS320F28027: Load program error - C2000 microcontrollers forum - C2000︎ microcontrollers - TI E2E support forums I got the same error and problem ,which means From address 0x3F 7FF8 to 0x3F 7FFF the values are zeros. does TI have any solution for it?
