I am sorry I guess I didn't clearly express where I was not  able to find the related CAD symbol and footprint. https://www.ti.com/product/TMS320F28P650DK#cad-cae-symbols If you follow this link and try to download the CAD symbol of TMS320F28P650DK9NMR for OrCAD Capture 17.4 from UltraLibrarian, the folder will be empty.

No worries. I did try to download the 169NMR CAD/Symbols from the Ultra Librarian link and i was able to download for Orcad Capture 17.2.  I think that is the latest version (not 17.4) that is supported for the site.  I'm able to download file ul_XF28P650K9NMR.zip.  In the zip file is an XML folder and an ImportGuide which describes how to import the library XML to Orcad capture..  Ar you able to download the zip file?

Yes, I am able to download the CAD symbol for Orcad 17.2, however I have the error when I try to import an XML file from this zip file. I attached the screenshot of the error.
