TMS320F28335: TMS320F283350 programming with CCS 12.1 using XDS560v2-USB errors

I am attempting to program 2 TMS320F283350's with CCS 12.1 using XDS560v2-USB and getting the errors.

C28xx: Error connecting the target: (Error -100 X0x0) The controller has detected a target power loss.

I powered the board correctly in accordance to the test procedure and tried 2 different UUTs with the same result.  I tried to verify the connector pin continuity which seems correct.

Do you have any ideas?
