TMS320F28P650DK: The CCS generated bin file but 0xff is lost

ccs cannot generate bin files at the same time if the Output format is hex:

Then use bin directly to generate bin files

But the 0xff is omitted

Should actually be

The 0xff on it is gone.

I am using ccs version 12.7.1
