Correct please refer to the Device Comparison table below from datasheet thats how the devices are defined.
That's the max CPU frequency.

Its a very generic question - Not sure what you mean by impact ?
Depends on the application you are running the CPU execution frequency is changed hence the corresponding control loop frequency will also change similarly your peripherals also run of CPU sysclk which is clock source for peripherals

If it is also setted to 120MHz(max value is 100Mhz), what are the risks of such a setting?

The max frequency of the clock should not be violated can lead to unintended behavior. The device is also tested for max rated frequency only
