By "programmer", do you mean JTAG connection? 

I recommend you check out the application note on Live Firmware Updates (LFU) detailing a possible method to program an updated bootloader if you have a spare peripheral available to transfer the new image from the host to the device. You could have two versions of the bootloader in different flash banks, the current and the future, to ensure that there is a stable build of the bootloader on the device. You can then switch between the two versions using bank selection logic. Please let me know if you'd like more details, I'm happy to assist.

2. I have read this application note. And I need to add some background. Customer has already sent this board and code to end market. And they now found their bootloader has bug so they need to update this. But according to this note. I think it need to design two FLASH BANK to store two version code that they can update another version code. But when they design their code, they don't do that. Now they want to know if our ROMBOOT or other solution can update their bootloader and application.

Hi Shuqing,

For F28003x devices, they can use any of the peripheral boot options in the boot ROM (as shown in Table 4-5 from the TRM) to update their bootloader. However, please be aware that these ROM bootloaders only load code into RAM so a flash kernel is necessary to program the on-chip flash. I recommend CAN/CAN-FD or SCI bootloading since we offer C2000Ware examples and user guides to demonstrate flash programming with these peripherals.

They can't change them hardware since it has already in end market.

Yes, that is correct, they can either load through the boot ROM or JTAG.

How is their current implementation getting code in? They could load in a new bootloader with their old bootloader, and use the new bootloader to update the old bootloader. Although risky, if they can't change the hardware they'll have to do it this way.
