TMS320F280039C: Launchpad F280039C can't connect

Tool/software:

i connected  launchpad F280039c, 

First, CCS remind me XDS110 need update firmware from 3.0.0.28 to 3.0.0.29

then i click update.

then it shows the follow.  how to solve it

Error connecting to the target:
(Error -2131 @ 0x0)
Unable to access device register. Reset the device, and retry the operation. If error persists, confirm configuration, power-cycle the board, and/or try more reliable JTAG settings (e.g. lower TCLK).
