TMS320F28388D: pins TDI & TMS need external pull-up or floating

As per the F2838x Data Sheet Table 6-5:

When using JTAG, the internal pullups should be enabled or external pullups added on the board to avoid floating pins. TMS and TDI have internal pullups, but an external pullup resistor (recommended 2.2 kΩ) on the TMS pin to VDDIO should be placed on the board to keep JTAG in reset during normal operation.
