TMS320F28P659DK-Q1: TMS320F28P65 Sleep mode current implementation power supply stratergies

Tool/software:

I am using TMS320F28P659 100 pin MCU for my application. 

I have connected same 3.3V out to VDDIO, VDDA, VREFHIA, VREFHIB, VREFHIC - filtering provided to each input

1.2V VDD is connected to external 1.2V (provision is there to use internal regulator as well as external regulator)

TPS62901QRYTRQ1 for converting 12V to 3.3V
TPS78501BQWDRBRQ1 for 3.3v to 1.2V
I want to understand sleep mode implementation strategy in Hardware.
1. Do I need to turn on both 3.3V and 1.2V supply full time even in sleep mode?
2. Major current taking is 1.2V core supply. In unprogrammed mode (New MCU which is not flashed at all), it is consuming 23mA from 3.3V when 1.2V is enable. However it takes very less 2 mA from 3.3V when 1.2V is disabled.
