Can you suggest any compatible and low-cost board?, which can be use full for designing final product for production, we've looked into F2800133PTR, and F28004x.

TI typically doesn't sell PCBs for customer production purpose. With that, I have some ideas below for your consideration.
1) TMDSCNCD2800137 (https://www.ti.com/tool/TMDSCNCD2800137) - this is a low-cost evaluation and development board for TI C2000
MCU series of TMS320F280013x devices. It comes with a HSEC180 (180-pin high-speed) edge connector and, as a controlCARD, is ideal for initial evaluation and prototyping.
2) TMDSCNCD28P55X (https://www.ti.com/tool/TMDSCNCD28P55X) - this is a similar evaluation and development board for TMS320F28P55x devices. I'd recommend this over F28004x if you were looking into a new design.
