TMS320F28384D: TEST CONNECTION FAILED WITH XDS200 DEBUG PROB

I am trying to work on TMS320F28384D and i am using XDS200 debug prob to flash the dsp.

However, the test connection in ccs is failed with the error message such as:

-----[An error has occurred and this utility has aborted]--------------------

This error is generated by TI's USCIF driver or utilities.

The value is '-232' (0xffffff18).
The title is 'SC_ERR_PATH_DR_MEASURE'.

The explanation is:
The measured length of the JTAG DR data path is invalid.
This indicates that an error exists in the link-delay or scan-path.

I updated the ccs, installed xds emulation software but it doesn't help.

Do you have any idea about this error and how to fix it?
