I have seen the solution. But, there are so many .gel file inside the path ccs/ccs_base/emulation/gel/ (i.e f28m35h22c1_c28.gel, f2801.gel ...). Inside cc3235sf.gel file OnTargetConnect() is empty.
Though, my target is getting reset while I connect the debugger.

If you are working with an example on CCS, you can go into the project properties, under debug, you will see program/memory load option.

In thi window there connection option where you can uncheck the "reset the target on a connect" option.

Already the reset the target on a connect is unchecked. Is there any other solution?

Other option would be to look at the target configuration settings or even the .GEL scripts that run in the background.
Checking the settings here should have done it for you.
