Would you please help explain what it means below in red boxes in the datasheet?

Does it mean when the output current IOH is lower than 100 uA, the voltage output is guaranteed to be VDDIO-0.2V?

    Yes, that is a safe assumption. 

    We did characterization to find the min/max output voltages with the specific load condition of 100uA. With smaller current loads, it is safe to assume High-level output voltage will be higher and low-level output voltage will be lower.
