F28M35xx ControlCard

I am trying to use the F28M35xx ControlCard (a.k.a. "H52C1 Experimenter's Kit") with CCSv5 running on a Linux host (Ubuntu 10.10), but I can't get the debugger to work.  I have successfully compiled the "Hello World" test project for the ARM core, but when I try to debug it I cannot seem to connect to the target.  I just get the message:

Cortex_M3_0: GEL Output: Memory Map Initialization Complete

IcePick_C_0: Error connecting to the target: (Error -2131 @ 0x0) Unable to access device register. Reset the device, and retry the operation. If error persists, confirm configuration, power-cycle the board, and/or try more reliable JTAG settings (e.g. lower TCLK). (Emulation package 5.0.520.0) 

What does this mean?  I'm attempting to use the built-in XDS100v2 USB emulator.  The documentation here is either really thin, or else I can't find it.  It seems that the "ControlSuite" package is the place to go, but I can't use it on a Linux host since the CD shipped with the kit includes only a MS Win executable and even the on-line zip file is full of MS ".cab" archives, which are inscrutable to Linux.
How does this work?  Where can I get a current, Linux-compatible ControlSuite?

    The most common cause for that error is an unpowered target.  The default controlCARD configuration requires 5V DC from either the card-edge connector or via the Micro-USB port (J2).  The onboard XDS100v2 is isolated from the controlCARD's main power rails and won't power the target F28M35x device.  You should see two green LEDs on when the board is powered on.

    I am not aware of a Linux version of ControlSUITE.  You may be able to use Wine to run the installer to get the device support files, but this is not supported by TI.  Another possibility is to use 7-Zip to try to extract the files from the zip package, but this is also not supported.
