I'm looking for a library for TMS320F28035 microcontroller (schematic and the footprint) to use it with Altium Designer. if someone know where to download it, please tell me.

Hi Adrian,

While we do supply footprints for some of the EDA tools out there, Altium isn't one of them. On the product page for the part you are interested in you can typically find a CAD symbols section...see here:

Looks like we only have footprints for Cadence and Mentor, but making a schematic symbol and footprint isn't that bad and can easily be done with the information available in the datasheet:
