My customer is using the BISS-C solution using CLB. They observe the first encoder clock is loger than other clocks. How to shorten the length?

The green is encoder block. In one of customer's other projects then adapted BISSC to SSI where then use encoder block directly as SPI clock. In both projects, they observed this.
The response is correct. Just want to know where this comes from.
I recall there is a toggle on SPI clock when the CLB is reset. Looks like that is what is occurring here since SPI clock is being reused as encoder clock.
The output xbar latch can be used to hold the signal when the CLB is reset. This is from the design guide Figure 2-10
