Already a resolved issue, but I'm posting it for other people to reference if needed since I wasted a lot of time chasing this down.
After flashing my code to the controlCARD, it would always not boot after a power cycle. The cause of the problem was an external pulldown resistor on GPIO32 (a boot select pin) that prevented the card from booting from flash. Disconnecting the pulldown resistor solved the problem.
