The tOn and tOff values are calculated based on the temperature profile specified on the left.

Thanks for your reply. Another question: If I expect Toff to be 0 for failure rate calculation，Should I set the value t1 = 0.345，t2= 0.259，t3=0.396 respectively，then get Ton = 1，Toff = 0？

The t1, t2, and t3 values are used to scale the FIT rate based on the mission profile. The scaling approach is summarized here:

The t# values should match the mission profile you are trying to model.
