TMS320F28P650SH: Can the VIA outside PowerPADs be removed?

I am asking this for our customer, who uses PZP package.

Based on Figure1 of the app note below,

It appears the VIA outside PowerPAD are not used?

If so, can the user just remove all the VIAs ourside PowerPAD and keep only the 49 VIAs under PowerPAD, that is, the 49 (7x7) VIAs under the PAD square (12x12 size)?

The user wants to save some more layout space.
