We have the same issue. Too bad we are finding out after we purchased the product. What other options do we have to flash the F3838x family in production? Any standalone tool available? thanks.

Apologies for the misunderstanding. I recommend you use one of the TMDSEMU JTAG debuggers depending on your performance requirements:

Although this isn't exactly a standalone tool, you can also use flash kernels (with SCI, CAN, etc. bootloading) along with the serial_flash_programmer.exe offered in C2000Ware to program the flash.

Yes, you can use CCS or UniFlash to program a *.out file. Some flash programming options can be found here: https://software-dl.ti.com/C2000/docs/software_guide/c2000ware/flash.html
In CCS: after connecting to the device, you can navigate to Load > Load Program in the toolbar. Then, you can select your application .out to load onto the device flash.
