I need to check how the TMS320F28388D can handle high rate transmissions with high baudrate using the SCI.

for this purpose I cannot use a PC with terminal because with my softwares in the PC I managed to transmit only at a rate of once a 30msec approximately and I need a higher rate such as every 1 msec. 

so what I tried to do is to take 2 evaluation boards of TMDSHSECDOCK with the TMS320F28388D module connected to each.

in the first controller I burned a software that TX 20 bytes every 1 msec in a baudrate of 892857 and in the second controller I wrote a software that RX 20 bytes and then answer with 1 byte.

what  I plan to do is to connect the TX from the 1st dock to the RX of the 2nd dock and the TX from the 2nd dock to the RX of the 1st dock for this I use pins number 78 and 76 as the TX and RX respectivley.

the problem is that when I connect pin 78 from the 1st dock to pin 76 on the 2nd dock, the voltage of the waves of the 20 bytes that comes from the 1st dock to the 2nd dock becomes low, it is not 3.3V  but something like 2V and even less maybe 1.8V  so the 2nd controller cannot "see" the RX 20 bytes and it of course does not answer it with the 1 byte answer... 

is this possible to do such a connection? from pin 78 from 1st dock to pin 76 on a asecond dock? I also tried to connect GNDs but it didnt help...
