Hi Experts,
My customer is using two F280049 on their project, the two DSP are on the same board and have same part number. The only different is in peripheral connection.
They have problem programming only the OTP block1 only on one of the DSP (let's say DSP1), below is a table showing programming condition and result.

The erros means the CCS outputs "error programming 0x00078028" after clicking debug. We checked afterwards with uniflash that block 1 password have not been programmed, and the password they attempt to program does not violate the OTP bit changing rules.
Since the error only happens DSP1 one, we checked the following items on hardware aspect:
- DSP1 has longer jtag trace, around 13 cm.
- JTAG signals are not multiplexed
- No 3V3 drop during programming
Any idea what may causes this issue?
