From TRM,
Table 32-4. CLB Output Signal Multiplexer Table
It appears CLB output can only be connected to EPWM1-4.
But there are EPWM5-8.
Can CLB output be connected to EPWM 5-8 internally?

No, but it is possible to route CLB outputs to GPIOs that would have otherwise been used by EPWM5-8 outputs. You can use CLB Output XBAR or Output XBAR to connect CLB outputs to GPIOs.

If they use CLB Output XBAR or Output XBAR, this will always cost them a GPIO.
Is it right?
Not necessarily, since the GPIO being used by the CLB would've originally been used by EPWM. It is no longer necessary to allocate a GPIO to EPWM in this case, so there is no additional GPIO usage.
