TMS320F28P559SJ-Q1: CCS reports the ram out of range issue but the RAM sections still empty

Tool/software:

Hi Expert

Customer reports the issue that ccs reports "program will not fit into available memory, or the section contains a call site that ...."

but there is still much RAM let unused as shown in console:

You can also see the .cmd file that customer combines RAMGS0 to RAMGS3 and RAMLS9/5/6/7/8/2/4 together for the ,bbs and .data.

Questions are:

Is there anything wrong with the settings?

Is there the guidance to help customer to improve the RAM usage rate?
