TMS320F2800137: Unable to step. A common cause of this is that all hardware breakpoints have been used.

I am having a frustrating problem. I am trying to debug a project and am trying to use breakpoints, but keep getting the following error message.

I am getting this error message when using only one break point!

Please help me fix this.
