TMS320F28379D: CMPSS Digital Filter Timing Specifications

Hi Experts, 

I am looking at this thread: TMS320F28379D: CMPSS digital filter delay: calculation steps and I would like to understand what does "32" mean is this the threshold or the sample_window that we need to consider for calculating the digital time delay? if so why?

    This 32 comes from setting the SAMPWIN register to 31, which creates a 32-bit sampling window. When the CMPSS input is sampled into the filter with maximum prescalers, the sampling window must be fully filled and the THRESH taken into the calculation before the output of the CMPSS will represent a filtered output of the initial sample
