For three phase AC-DC conversion, please refer to TIDA010210 (3 Ph ANPC PFC) or TIDA 1606 (3Ph T-type PFC) reference design. You can find these designs in the Digital Power SDK. Both of these designs tracks input AC for control purposes.

Since the frequency of the input voltage ranges from 40 to 175 Hz and the voltage ranges from 90 to 420 Vac, can this scheme achieve normal phase-locking? Can the output voltage be controlled to no more than 500 VDC under the condition of 420 Vac input?

The phase locking is possible.
The output voltage must be greater than than sqrt(2) times the line-to-line voltage. So 500VDC is not possible with 420AC.
