Yes, External DRAM Can Be Connected to F28P65x

The TMS320F28P65x microcontroller includes an External Memory Interface (EMIF) that supports both ASRAM (Asynchronous SRAM) and SDRAM (Synchronous Dynamic RAM), making it possible to connect external DRAM to the LaunchPad

• One, two, and four bank devices
• 8, 9, 10, and 11 column addresses 
• CAS latency of 2 or 3 clock cycles 
• 3.3V LVCMOS interface

Important Limitation: The EMIF on F28P65x does not support burst access for SDRAM configurations, meaning every access will have CAS latency [4]. Additionally, mobile SDRAM devices are not supported
