TMDSCNCD28388D: Hard Fault Occurs When Running F28x_usDelay

Hello,

A hard fault occurs when F28x_usDelay is ran from InitSysCtrl->InitSysPll->SysXtalOscSel->PollX1Counter. I'm using the gpio_ex1_setup.c found within the C2000Ware_5_03_00_00/device_support/f2838x/examples/cpu1 folder. 

I am running the program on a TMDSCNCD28388D control card. F28x_usDelay built correctly and I see the object file so I beleive that it is linked correctly.
