    The two LEDs are controlled by GPIO pins from MCU, so without loading correct software, the status of the LED means nothing...

    Please try to load the firmware or empty of the controlCARD Flash, then these two GPIOs should boot as high impedance, and will be at low (LED off) from the pull down resistor on the board design.
