F28377D-SEP: CCS v12 doesn't recognize F280039 when loading .projectspec file

I have installed CCS v12.8.1, When I load a .projectspec project, it shows an error message: TMS320F280039 can not be recognized.

I have installed the latest C2000ware, and when I installing CCS, I did choose C2000 group.

This project can be loaded normally in CCS v20.

My PC is windows 11, I don't know it is because my company's security setting or other reasons.

By the way, I installed CCS v12.1.0.7 again, only choose C2000, but I still get the same error when loading the project.
