In this wiki site (http://processors.wiki.ti.com/index.php/Code_Security_Module_FAQ_for_C2000), under the "Reasons CSM Appears Secure" section, the third option it says "... In this instance the Hex Conversion Utility supplied with CCS can be used to convert the .out file to a hex format and determine what data was written to the password locations"
Is that "Hex Conversion Utility" provided with CCS 5.X? If not is it possible to get just that utility? Or another way to access that?

It is part of the codegen tools (ie compiler, assembler, etc). In my CCS install it is here, as an example:
C:\ti\ccsv5\tools\compiler\c2000_6.1.0\bin
