Cannot connect XDS100v2 to a TMX320F28069 ControlCARD after re-configuring CLKCTL register

After re-configuring the Clock Control (CLKCTL) from 0x6400 to 0x2500 in an attempt to use the external crystal on a TMX320F28069 ControlCARD, I have been unable to re-establish communication via Code Composer Studio v5 and an XDS100 v2 emulator.

Is there a way to re-establish communication to allow re-configuration of the CLKCTL register?
