There may be a better way, however you can get this by installing the C2000 F2833x Header Files and Exampel Projects download (http://focus.ti.com/mcu/docs/mcuprodtoolsw.tsp?sectionId=95&tabId=1222&familyId=916&toolTypeId=1&DCMP=DSP_C2000&HQS=Other+OT+f28xkits#swtools).

The file you are looking for would then be found at "C:\tidcs\c28\DSP2833x\v100\DSP2833x_common\cmd". The RAM_lnk.cmd is for a RAM only project, and the F28335.cmd is for a mixed FLASH/RAM project.
