There is a DSP/BIOS FAQ available at the following link that will help clarify what these files are: http://tiexpressdsp.com/wiki/index.php?title=DSP_BIOS_FAQ.

Essentially, the CDB (DSP/BIOS prior to 5.x) and TCF (DSP/BIOS 5.x and later) files are the DSP/BIOS Configuration files.

There is a good resource that is constantly updated at http://tiexpressdsp.com.

If you are using legacy code from earlier DSPS make sure you read the section which states "you MUST unzip the update.zip" in order for the conversion program to find the "seed" for conversion. The older seed files come zipped in CCS3.3.
