I would first suggest making sure you have the latest emulation drivers from Spectrum Digital for the XDS510USB emulator.  You can find these at the following support site from Spectrum Digital.  This site is for CCS v3.3.

Secondly, you should also make sure you have the latest version of CCS which can be obtained from the CCSv3.3 Service Release site.  You need to be at a minimum at Service Release 7 (3.3.67).

Also note, an update to the C2000 compiler is also needed to support the F283xx devices.  A minimum of v5.0.x for C2000 code generation tools.
