I would also recommend looking at the various EVM platforms:

Specifically the "Experimenter's Kit" will be good for general development. It basically allows you to begin prototyping quickly, all the support circuitry is taken care of. ($99)

A good (and cheap) board to learn with (control loops with ADC and PWM, etc) would be the Digital Power Experimenter's board.($299)

Note however that these boards will require an external emulator. I would recommend the Blackhawk USB2000 ($299). This can be used with any C2000 EVM board or C2000 DSC.

I find Digital power experimenters board much better,to start with.

But before buying I want to confirm a last thing that,whether the board has external pins(GPIO slot) wherein I can access externally  ADC,for my other projects.

The amount of external connections are few.  However, the board will give you access to the PWM output pins and some unused ADC pins via external pin connections.
