The "F283x CPU Cycle Accurate Simulator" is the simulator for the C28x. It supports both the C28x fixed-pt. CPU, and also the floating point enabled devices that have the FPU. No peripherals are simulated (they never have been). I suppose it is a poor name choice. Would have been better to call it something like "C28x CPU+FPU Cycle Accurate Simulator."

No, the simulator does not support the CLA.
If you need CLA support, I would suggest using a F2806x ControlSTICK, http://www.ti.com/tool/tmdx28069usb. It is cheap ($39), and the F28069 on it has lots of RAM, the FPU, and the CLA. It is small and sticks right in to your PC or laptop. Can be used on an airplane really easy if that is what you are looking for. I think it is better than a simulator. The simulator is limited in what it models (e.g., memory wait-states, memory conflicts, etc.).
