One option is the C2000prog tool from CodeSkin: http://www.codeskin.com/c2oooProg.html. It can also work in batch mode. But the tool is using the serial port, not JTAG, for flash programming. It's very easy to use. But so far I've only used the graphical interface, not the command line options.
