INT - Why have 45mA IDD Current Consumption when F2802x enter HALT mode?

I want to reduce F2802x's current consumption, and let F2802x enter HALT mode, but found that there are about 42mA current consumption on 3.3V power supply after enter HALT mode. Then I find below note in F2802x datasheet, does it  mean F2802x will need 45mA IDD current consumption always though F2802x enter HALT mode. Is it right?

"The baseline IDD current (current when the core is executing a dummy loop with no peripherals enabled) is 45 mA, typical. To arrive at the IDD current for a given application, the current-drawn by the peripherals (enabled by that application) must be added to the baseline IDD current."
