TMS320F2812GHHA scitxdb signal issue

I have a TMS320F2812GHHA that appears to have an issue with its scitxdb pin. Information is being sent from the DSP to another processor on this net. After the application has been running for a few minutes, the scitxdb signal degrades and eventually acts as an open circuit. After replacing the chip on the board with a new part, the application runs with out degradation. Unfortunately multiple balls on the old DSP were stripped off during the removal process so I can't place the part back onto a board for testing. X-rays of the board prior to removal of the part did not show issues with the wire bonds in the chip. Does TI offer a service for investigating into potentially bad chips to determine the root cause (i.e. decapping and examining the die)?
