My CCS is v3.3.83.20 & cgt6.0.2. Anyone can give me some piece of advice?

I'm not sure which kit you're talking about when you say "TI Piccolo MCU Experiment' Kit." There are several experimenter's kits for different Piccolo devices, for example http://www.ti.com/tool/tmdxdock28069.
But regardless, I assume you mean you have one of the docking stations that has XDS100v1 emulator on the board, and you have put a F2812 Control Card in the connector, and that you are having problems connecting to the F2812. I can say that the JTAG is the same on all F28xx devices. If you can connect to F2808, F2802x, and F2803x, you should be able to connect to F2812.
I am rather confused on what you are doing however. You seem to have a lot of different control cards (e.g., F2802x, F2803x, F2808, F2812), and are using CCSv3.3 which is quite old but you have a recent compiler v6.0.2. Also, F2812 is very old and I don't see why you are developing on that platform. There are newer, better C2000 devices.

Sorry I can't find this Kit from TI's website. The 28035 board and XDS100v1 emulator are separated. I want to use this XDS100v1 emulator to connect other boards (XDS510 emulator is too big). Most of my products use F2812, and F2808, updating existing products needs time. I have used Piccolo development Kit to learn new C2000 devices. I have some old XDS510 emulators which can not work under ccs4 and above, and I don't like software written in Java, for example Eclipse, because they are slow. CCS3.3 is good enough for me, I updated the complier to 6.0.2 manually. Maybe I should update to 6.1.0 now?

TI's wiki say that too, I believed this before. But If you have a XDS100v1 emulator ,you'd better have a try. I tried and found the fact that XDS100v1 can't connect to F2812.

XDS510 emulators worked well on my F2812 board. Do you have the same XDS100v1 emulator mentioned in my post? This is part of TI's F28035 development kit. I don't have a Olimex emulator. There is no 'EMU0' and 'EMU1' pins on Piccolo Devices like F28035. and my F2812 board is powered by TPS767D318(3.3V&1.8V outputs), is this a question?
I've asked the same question on TI's Chinese community .http://www.deyisupport.com/question_answer/microcontrollers/c2000/f/56/t/7695.aspx. The Chinese FAE have confirmed the same question. Maybe XDS100v1 can connect F2812, but the XDS100v1 with F28035 development kit can not. Now I want to know the reason why this XDS100v1 can not work. Do you have the schematic of this XDS100v1 emulator?

I do not have the exact XDS100v1 emulator that you pictured. I actually do not recognize the kit in the photo. The board says "F28035 Experimenter's Kit", but that is not what the experimenter's kit looks like. The printing on the box cover says "F2802x", at least the portion I can see (it is obscured by the emulator board). Finally, I can see a USB connector on the experimenter's board. Since there is no USB on F28035, that connector must be for on-board emulation. But then I don't see the emulator chip on the board surface. I suppose it could be on the bottom of the board, not shown in your picture. If there is on-board emulation on this board, then it would not ship with an external emulator as well since the emulator is already on the board. So, I am confused on what you've got there.
I'd again say that the JTAG module on all current single-core F28x devices is the same. Yes, Piccolo devices do not have EMU0/1 pinned out. They are simply pulled high internally. But EMU0/1 are not on the JTAG header anyway, so there is no difference here from the emulator perspective.
How long is the ribbon cable that runs from the XDS100v1? The total distance from the XDS100v1 emulator board to the C2000 device on the target board should be at most 15 cm.
