Error connecting to the target: (Error -1041 @ 0xFFFFFF87)

Hi,

i am using CCS v4.2.3, and Ti HVPFC kit , when i connect the kit to the CCS, it gives the follow massage.

Error connecting to the target:
(Error -1041 @ 0xFFFFFF87)
The emulator reported an error. Confirm emulator configuration and connections, reset the emulator, and retry the operation.
(Release 5.0.429.0)

i already use the DBGJTAG to test it, 


This error is generated by TI's USCIF driver.

The value is '-233' (0xffffff17).
The title is 'SC_ERR_PATH_BROKEN'.

The explanation is:
The JTAG IR and DR scan-paths cannot circulate bits, they may be broken.
An attempt to scan the JTAG scan-path has failed.
The target's JTAG scan-path appears to be broken
with a stuck-at-ones or stuck-at-zero fault.

there are someone told me i should put a jumper on main board J9, but i didn't found there are J9 on the HVPFC board. 

what can i do to solve the problem?
