i want to create non volatile memory of piccolo micro controller

On 28x devices, the non-volatile memory is Flash.  You can write single words of flash, however the minimum you can erase is a sector of flash.  Erasing a whole sector is not ideal in this case.  

To make the most out of the memory, you could do something similar to what is described in this application note: www.ti.com/lit/SPRAB69

You don't mention which device you are using.  The app note was written for 281x but the concept applies to 2802x, 2803x, 2833x.......
