F28335 Locked after poweron

I have designed a board with F28335, unfortunately  I discover that the L0,L1,L2,L3 and Flash locked after power on without any operation. The I replace the F28335 with another one, but the same phenomenon happened. Would you like to tell me the reason?

    I would start by checking the VDD3FVL voltage and make sure it is healthy.   This voltage is used to read the flash where the password is.  

    Also open the password locations in a memory window and see if they read back - refresh the memory window - if the flash is erased (all 0xFFFF) then it should unlock.
