how to interface F28035 control card to CCS

This is Raheem basha.s from ansula. I try to interface that 28035 control card with cc studio4.2.4 that target is not detected.

i able to find TRSTn,TCK,TMS,TDI,TDO,VCC,GND pins in that PLC experiment kit/development tool 

(with remove 28069 control card and ANALOG ip chip just for USB JTAG connection in that kit)

i check that interface is ok with above pins in F28035 control board, and that kit JTAG pin configuration its fine.

i check power connection in F28035 board its 3.3v at all vcc points.led is glowing


but when i connected to laptop with USB cable to kit and kit JTAG to control card JTAG connections and open cc studio tool and try for gpio toggle program then i get below errors.

(Error -1041 @ 0xFFFFFF66)
The emulator reported an error. Confirm emulator configuration and connections, reset the emulator, and retry the operation.

                             please tell me any remedy or any other solution  for achieve successful target connection and execute program
