Something in BIOS is holding off our interrupts?

We are using a TMS320F28335 and are experiencing some instability with one of our hardware interrupts. Hopefully I can explain this easily enough.

Basically, we are trying to setup EPWM1INT as a 30kHz interrupt. What we are seeing is that the interrupt time actually varries and is not a solid 30khz. We have verified the PWM signal itself is rock solid at what it is supposed to be.

After a lot of trial and error troubleshooting, here is some more info that we have gathered:

 The issue goes away if we disable the "Clock" and "HWI" modules in sysbios.cfg. We thought maybe one of our instances of those things are maybe taking precedence over our other interrupt, but we have also taken all instances in those modules out and the issue is still present. So the simple act of enabling either of those modules in sysbios.cfg causes our interrupt not not be stable.

Is there a way to force the interrupt to be of the highest priority maybe to fix this? Otherwise, any ideas what could be blocking the interrupt?
